Tokio wordt geteisterd door bomaanslagen. Het werk van een jonge eco-terrorist, een gekwelde, vereenzaamde figuur die maar om één persoon geeft: een klein meisje dat aan astma lijdt - gevolg van de vervuilde lucht natuurlijk! Hij zelf werkt op de reusachtige vuilnisbelt aan de rand van Tokio, waaraan de film zijn titel ontleent. De politie tast in het duister, maar rechercheur Terayama bijt zich in de zaak vast.
Island of Dreams, gedraaid in zwart-wit, heeft zich op kameleontische wijze de stijl eigen gemaakt van maatschappelijk geëngageerde Japanse thrillers rond 1960. Dat de regisseur (geboren in 1984!) zijn eerbetoon serieus neemt, daarvan getuigen ook de vintage aandoende soundtrack en opzettelijk aangebrachte krasjes en stofjes. Anderzijds speelt de film zich af anno nu, inclusief een ‘googelende' politieman. Deze wonderlijke symbiose van oud en nieuw herbergt meer dan één visueel hoogstandje: van een retro-avantgardistisch gemonteerde droomsequentie tot de scène waarin de politieman het spoor van een in het kanaal drijvende orchidee terugvolgt naar de bron en op bijna sprookjesachtige wijze de schuilplaats van de terrorist ontdekt.

Tokyo is being ravaged by bomb attacks, committed by a young eco-terrorist. He is a tormented and solitary individual who only cares about one person: a little girl who suffers from asthma - a result of the polluted air of course! He himself works on a giant dumpsite on the edge of Tokyo, giving the film its title. The police have no leads, but detective Terayama is on the case.
Chameleon-like, Island of Dreams, shot in black and white, takes on the style of the socially engaged Japanese thrillers from around 1960. That the director (born in 1984!) is serious about his homage is witnessed by the vintage-sounding soundtrack and deliberately applied scratches and dust flecks. Otherwise the film is set in current times, including a ‘googling' police officer. This curious symbiosis of old and new offers more than one visual treat: from the retro-avantgardistic editing of a dream sequence, to a scene in which the policeman follows the trail of an orchid floating in the canal back to its source, discovering the hiding place of the terrorist in an almost fairy tale-like way.
